Removing Fender on '97

Hi, I'm looking to replace my passenger side fender on my '97 HB 2x4. So far I've removed every bolt that I can see holding it in.... Still it won't budge. I was wondering if maybe there is a hidden bolt or two attaching it where the where the fender goes under the vent cowl panel, or maybe it's welded there?

Any tips on how to budge this fender would be great.

the cowl must be removed.
also open the door and there are 2 bots to be removed by the hinges.
also the fender has one bolt at the very bottom along the drip edge just to the rear of the wheel..

and the antenna has a grounding strap the must be cut or removed before the fender can be removed..
