not actually my car, but I'm working on it for a friend, its a 98 with a 1.6L. evidently the idler pulley for the alt belt worked its way off, taking both belts with it. so I got a new idler from the stealership, and put it and the alt belt back on. now I can't seem to get the p/s pump to move to get the other belt on. when I loosened the screw that's supposed to be for tensioning the screw just backed itself out and the bracket wont move, is there another screw I need to loosen somewhere??

I thought I had the same problem. With the belt on, I loosened the tensioning screw, but no movement. I just wasn't pulling hard enough on the pump. I ended up lightly tapping it with a rubber mallet until it moved enough to get the belt off. I'm betting you're in the same boat.
