I think it retards (or advances) the intake cam timing at a certain RPM to either increase torque on the high end while keeping emissions low or something. The more I type the less credible I sound (heh) but I do know for a fact that it has something to do with changing the timing of the intake cam at a certain RPM. That's for sure.
