question.....is the ga16 a single cam engine (sohc) or a double (dohc). on the engine it says double but i was led to believe by my mechanic that the 1.6 is only a single. do any of you guys know?

says rigth on it 16 valve dohc
but it if you still dont belive me i dont remember the last time nissan made a sohc car

You could also just open up the valve cover and see 2 cams.

By the way, is it true that older GA16s and SR20s are bored and stroked differently, yet keep the same cylindrical volume to keep the same displacements throughout the years? If so, would the longer stroked/smaller bored motors be more suitable for boosting than shorter stroked and bigger bored ones?

That isn't true. The dimensions stayed the same for both engines through all years of production.
