Hey guys I'm building muscles the size of rocks here can u help me?

1st) my power steering rack was leaking more and more then I decided to buy a rebuilt rack & pinion .
2nd) I installed it today and no power in the steering wheel (hard to turn) so then I said maybe it need to run and drive it a lil, so I took it out for a test drive and to my surprise the more I revvv the engine the more I had a softer steering , but as soon as I slow down it would become hard immediately. I can rev it on the spot above 4k then the steering starts to respond,
what do u think is the problem?

Sounds like it could be the PS pump. Check the belts, maybe it's slipping and only catches at faster RPM's. Other than that, I have no idea.
