So after changing both rear o2 sensors, bringing it to the dealer for a reprogram( Was not needed as It had the updated flash) and taking to a local mechanic who told me the ECU was bad. I decided lets just change the gas cap.. Well after I did that the code went away and allowed me to pass inspection. Makes no sense to me. I thought I would share this with you all.
