My Rockford Fosgate RFX-9400 has an output of 5 Volts to go into the Amp. My jbl bp1200.1 only has the input settings of mac 4 volts. Would I set the gains on 4 and would that be fine (or send clipped signals)? When I go lower than 4, it sounds louder, why is that?

It sounds louder simply because you are matching the level of the head unit to the level of the amp. Your head unit is rated at 5 volts...that is more than likely peak voltage. You will be fine with that amp and your 5 volt head unit. Turn the gains on your amp all the way down, turn your head unit to about 3/4 volume and then slowly turn up the gain. When you start to hear some distortion from your subs, back the gain down just a tad, and you are good to go.
