I had a small service, just oil and filter change around 20 days ago. Since small service, I noticed a drop in fuel efficiency. I checked the oil level to be sure it's not leaking. The Oil level is fine but I noticed a distinct difference in the colour of oil in the lower and upper part of the stick as shown in the picture. The lower part is totally black while the upper is golden. Is that normal or does it suggests a fault in the car on fault in service?

I think the yellow you are seeing is a plastic covering on that part of the dipstick used on diesels.
What it looks like is that you might be a bit low on engine oil. Your owner's manual should tell you how to measure your dipstick. Try checking it first thing in the morn after the oil has settled.
Not sure if GB is like NA but it is common to get lower mileage in the winter here, in part because of winter gas formulations.
