Nissan Qashqai blower/ac will not turn off

Your VBC (blower resistor) is melted. The resistors on most Nissans aren't really resistors, they're power MOSFET transistors which the HVAC Controller pulse-width modulates (PWM) to run at variable speeds. The "MOS" in MOSFET stands for Metal Oxide Semiconductor, and it's common for all that metal to melt if the transistor is overloaded. That forms a permanent short-circuit which makes the fan run constantly. You should change the blower motor along with the VBC, because it's likely the VBC failed because the motor is drawing too much startup current. So even though the motor runs and seems healthy, there's a good chance it will blow up the new VBC if you don't replace it. Our shop won't warranty a failed VBC unless the motor is replaced with it. The opposite isn't true, if a motor fails it's fine to retain the old VBC if it's still good.
 
We didn't get the Qashqai here in the 'States until '17, so I'm not sure if your '13 will have the same setup as a gen1 Rogue or a gen2 Rogue. The gen1's are a complete PITA with the blower tucked up above the gas pedal, we get 2 hours for those. The VBC is behind the pedal which has to come out anyway, so that doesn't add any labor. On a gen2 it's much easier, we get 1~1.5 hours depending if it's Manual or Auto A/C.
