The reason non-ball bearing turbos are oil cooled is because the exhaust side and compressor side are linked together by a rod through the middle of the whole assembly that spins in a cylinder lined with engine oil to provide lubrication instead of ball bearings. So while they lube the turbo with engine oil why not cool it with engine oil at the same time. It saves a little money in design.
