Drill to tap out with an EZ out or other broken bolt extractor, they shouldn't be all that tight. Purchase new bolts before you start so you can complete the install. Pretty easy, especially since it seems you were able to identify the break-away bolts. Good Luck, Z

I'd like to thank ZaneGrey who said I should check the ignition switch in the first place. After installing a new starter, new positive cable, relay and taking out the alarm I was still having the problem. I finally check the ignition switch and found the connection plate on the back was loose. Duct taped it and things were better. Found an ignition switch on E bay for $75 and put it in. Everything seems good.
