Most electronic fuel pumps only receive a continuous voltage feed if the ECU senses an ignition pulse, ie: you need to crank the engine while checking for voltage at the pump. If all is well, you should get continuous voltage at the pump whilst the engine is turning over (assuming that your ignition system is OK and is feeding the ECU).
If you just turn the ignition to the "On" position without cranking the engine, you should momentarily find voltage at the pump and then it will drop away.
The reason for this is to prevent the pump from running with the ignition in the "On" position but without the engine running.
