Does the e16i fuel injected engine have any potential to produce around 100 wheel horsepower know i'm talking at the wheels not flywheel.
I was thinking
1.e15 crank
2.high compression piston
3.e15 turbo head
4.portmatched intake manifold
5.port exhaust and intake ports
6.reground cam
7.ga16i injector and throttle body.

An e15 crank would destroke the engine to a smaller displacement. So I would not do that...

I think that a higher duration camshaft, higher compression pistons, some port matching and tossing out the primitive fuel injection for either a Mikuni Carbarator set up or the E15t fuel injection system would get us close.

There is also a duel Weber carb conversion out there somewhere. I saw it on e-bay.

Personaly I think it would be easier and cheaper to switch to a stock SR20.

You just don't understand the "mystique" of the e-series. :D I would rather tune my e16i then swap the engine, cuz it's so much more cooler when you build up an engine yourself.
