I am getting a code 13 which indicates a problem with the "Engine Coolant Temperture Sensor". I have two sensors located in the water jacket where the thermostat is located. One operates the temp gauge in the dash, and the other sensor apparently measures the water temperture. What action does this sensor take on my Z24i engine if the water temp gets too high?

u have one sensor and one sending unit.

the sensor signals the ecm for fuel mangement..

Is the so called sending unit for the dash gauge?

Can you possibly tell me what the sending or sensor unit is that's screwed into the engine block just left of the oil filter. There are no wires connected to this unit.

Guy's if this sensor is out of wack(no codes) will it cause a hard cold start? I think it will. Anyone have an ohm value??

Yes, it will cause problems because that sensor tells the ECU how hot the engine is and it needs that info to calculate timing and fuel values. IIRC it only costs $7 or so, go get a new one.
