I'm looking at an add for a 200sx turbo. The guy bought the car with a blown engine and then replaced it. Now he says that after 2000rpm the car starts to chug. This problem started right after he put the new engine in. He said it is the same as the original 1.8 cad. Does anyone know what could be causeing this?

The problem could well be a defective MAF or it's harness connections causing the engine to operate in 'fail safe' mode. Consider performing an ECU code readout to see if any fault codes are set.
