for an experiment I am doing for mpg gains, if it is ob11 computor system, I will not need to change the timing, but if it is ob1, I need to know how to do it.

Loosen the distributor lock bolt, then turn the distributor to advance or retard timing. You DO have a timing light, don't you? Just checkin.

the manuel says it can only be adjusted by a technician , and a mechanic told me it was not as simple as turning the dizzy. he said it is computor controled. if you have actually done it, I would like to know. if you are not really sure, then don't feed me false information, I don't want to mess up my computor

You can adjust base timing however you want and it will not "mess up the computor". The ECU controls timing advance but base timing is set via turning the distributor.
