2013 Nissan Versa Speedometer Issue

The Speedo on my Versa never goes back down to zero It sits at 25mph even with the car off. It happened about a year ago. I took it to Nissan and they told me the cluster had to be replaced at a cost of $1000. The tech reset the speedo to zero and it has been fine for almost a year. Any suggestions of what to do?
