I have been troubled by the service engine light coming on and the code says Catalytic Converter. Well I replaced the upper first and it cleared the codes for a few weeks and then back on so I had the lower catalytic converter replaced and light came back on. Now I'm looking at the upper unit may not be doing it's job so I'm going to file a claim with person I bought from on eBay and get it replaced with a different manufacturer. I probably got what I paid for CHEAP! Anyone had this same experience? Maxpeedingrods was the seller. Appreciate any input on this issue.

First of all is it a California car? If not, the lower CAT is not monitored by the ECU, so no fault codes for it. What engine do you have and what was the actual ECU fault code? By any chance are you getting a P0420; if so, here are possible causes:
Three way catalyst (manifold)
Exhaust tube
Intake air leaks
Fuel injector
Fuel injector leaks
Spark plug
Improper ignition timing

Here's an interesting article about the P0420 code:

Cheap converters tend to be problematic on these vehicles. I usually recommend Walker or Bosal.
