The answer to question one, for some reason many car makers that have headlight housings that carry 2 bulbs (one for high and one for low) they make the low beam turn off when highs are activated. This is normal. With a little creative wiring and some relays you could make it where they are all on. And about fogs, fogs that are correctly used should only come on when the low beams or no lights on at all.
