3 things.
1) Are you mechanically inclined?
2) Do you have a shop book?
3) Do you have all the necessary tools for such a job?
If you said no to any one of the 3 you need to take it to a shop?
To answer you orginal question,
no replacing your belt will not help fix you valves.
