Electrical problem, battery

In my continuous quest to find a z31, i ran across one today on criagslist ( which i literally check for new z31's everyday). The current owner had just put in a brand new battery, and now the cars alarm system is going off and he " can't seem to turn it off???". Also, he says now that the battery has been installed and the alarm is acting up, the car will not start. I have heard about z31's having this problem, but sense i still do not own one theres not much i can do, and neither does the guy who owns it. The engine was swapped 50k miles ago with the stock VG30E. This guy wants 700 bucks for it, but i want to figure out what general idea's you guys have on what the problem is, and how it needs to be properly delt with.

Must be an aftermarket alarm, the stock Z31 alarm does nothing but make noise if the door is opened without using a key. As in if the window is broken and the unlock button used to open the door. The factory alarm does nothing else and is not very complicated.
