what is it i hear running after i shut the car off sometimes?

sounds like an electric fan of some sort, but i haven't tracked down where exactly it is...

also all of a sudden when i flip my brights on only the passeger headlight lights....if i wait a minute or fiddle with the stalk the other will come on...or they both will go out! kinda scary

i'm guessing that's the switch in the steering column, right? how hard is it to replace that?

yes. It's the switch. clean or replace.
