The wheel balancing is usually done at the same time as the tire rotation is performed so that would be first for me because a out of balance tire can cause some vibration and other strange handling. Also the tires should be in the corner they will be aligned in because if the tires are worn more on the front or the rear or they are of different manufactures the overall diameter can be different causing the alignment reading to change slightly so I think alignment should be last.
