fuel door trouble

the space between fuel door opening and the gas cap is sealed with a rubber boot, the stem into the gas tank is pulling away from the opening therefore making it so the boot wont reach between the two peices. as it stands i have forced the peice or rubber in place to stop dirt from kicking up from the wheel well into the trunk and onto the gas cap.

my main objective is to seal the small opening near the gas door that is kicking dirt and water into my trunk.

if anybodys knows wats up with that i would appreciate it
