97 altima muffler question

Today I got under the car and had a check of my exhaust system, all the hangers and pipes look okay, but the muffler itself is totally disconnected with flange -,by saying flange, I mean the )( shaped connector connecting the muffler and pipe.

I have no idea if a muffler should be welded on the flange or just clamped in the flange?

So should I go to a garage let them weld the muffler again or I just go get a new flange changing myself?
