Unhappy 94 hb running rough

hi everyone,
looking to figure out what is wrong with my truck. was running fine on a trip , stopped for gas and 'bout a half an hour later it started running rough.
i ran stuff in the gas tank 3 times in a row in case there was water in the tank. i changed the gas filter, checked for vacuam leaks ( found one , fixed it)
ran fuel injection cleaner a couple of times., all to no avail.
i was thinking perhaps to clean the throttle body it does look pretty dirty, or maybe change oxygen sensor?
any advice would be helpful...
