There is an indicator light that comes on intermittingly below my speedometre gauge on my 195 pickup that I can't figure out.

I don't have a manual, so I don't know what it means.

It seems to look like a symbol of a windshield with a wiper arm on it or something.

Could it me a seat belt sign?

That would be your windshield washer fluid level indicator. It means you need more windshield washer fluid. You might also want to check the blinker fluid while you're there.
