yeah you can usually shift into 4Hi while going 30 mph or less. Make sure though if your back tires start slipping let off the gas and then move the lever into 4Hi as this will make sure the back wheels are already spinning at the same speed as the fronts and you won't get a big "CLUNK" when you engage the 4x4. 4Lo is for when max torque is needed and you actually have to stop the vehicle, put the car in nuetral and then push down on the transfer case lever and move it into 4Lo. Also, Look in the owners manual and see if the truck has auto locking hubs. if so make sure you follow the procedure to unlock the hubs after using 4x4 and you aren't going to use it again for a while (especially before getting up on the highway) I learned this the hardway when my gas mileage took a nose dive because I was driving around all the time with my front hubs locked!
