Gutless Z24i or something else

I just got a 86.5 4x Pickup with the Z24i. I really like the truck but it is gutless. 0 to 60 in 18 seconds and poor fuel milage. I tuned it up and checked the computer, no codes. The smog air box is rusted and needs to be replaced, I don't know if this would cause this problem or not. Anybody got any ideas? Could the catalitic converter be plugged? I know this isn't a V-8 but I think it should have a little more pep.

Sounds about right. Seriously. Especially with the 4x4. If you don't speed shift it, 15-20 seconds to 60 is reasonable. The converter could be plugged...could be a lot of things. If the engine is smooth and doesn't stumble, I wouldn't suspect anything was wrong.
