Search. I seem to remember someone was just having this same "choking out above X RPM" problem. It may have been their EGR valve though.
How about general tune up parts (fuel filter, plugs, wires, etc.), exhaust restrictions, or cracked or broken vacuum lines?
Do you have any way to measure fuel pressure? Assuming a new filter, maybe the pump is the problem.
