I would assume (test this theory yourself) that if your relay box under the hood has sockets for the towing relays, you should also have the pigtail under the dash. You'd also have the connector inside the bumper.

I haven't looked for the connector under the dash, but i certainly have the relay sockets and rear harness wiring on my 05 base model XE KingCab...

I just read in another group that not all '04s have the connector. The wiring seems to end at the firewall. The late '04s and '05s do have the connector under the dash.
