Angry altima brakes..can't pass inspection

have a 2000 altima which has failed inspection 3 times in the past 3 months due to "brake balance". per the inspection reports, it keeps failing for "rear axle difference left/right excessive". no problem with front or front to back ratio. just the left/right of the rear. have taken the car to 2 different mechanics, and both say there is nothing wrong and can't find any problem. one suggested dmv's machine may not be calibrated correctly, and to use a different inspection facility. have done that for the 2nd and 3rd times, and failed again & again. each facility gives me the exact same report. can anyone suggest anything which i can then relay to a mechanic? there is obviously something wrong and they just can't seem to find it. had the tires rotated & balanced but that hasn't done anything. thanks for any help.

Has anything ever been replaced or upgraded on your car? OEM, aftermarket or whatever - give us some details on your brake setup. Rear discs or drums?
