The only time the BOV should open is when you're letting off the gas during boost. I'd say you have a leaking BOV that may be causing the problem.

good point, i don't know why i missed that.

are you sure all lines that you touched are tight? i've watched people tighten down a coupler, but still have a massive boost leak. also, how is the bov run? recirculated, or atmosphere? did you hook up the return line correctly?

i have a atmophere bov. so you think my problem is in my bov. do i need a new one?

Well if it has an adjustment for the spring, tighten it up.

things have only gotten worse. There is one bold that could really adjust it and it doesn't help but now the car wont rev past 2500 rpm.

nvm guys i figured it all out!!! the waste gate was stuck open thanks for all the help and time!!!
