Need Help! Sr20

Hi,
Relatively new to the forum, I had purchased a 89' 240 about 6 months ago, started having issues and didnt have the time to resolve so i parked it. So here i go, I belive there is a internal wastegate acting against the atmospheric bov the old owner had installed, when i get around 2gs and it starts to spool what i hear is the sound of air 'escaping' before i depress the accelerator, i was wondering when you install an external bov are you sposed to disconnect the internal gate? Also i have noticed on the safc-II when you enter knock set the number it displays is USUALLY around 30-50 but sometimes it spikes much higher, I also have had issues with lack of power, stumbling etc. checked injectors, fuel prs. and i think i have traced it back to a vaccum leak. I think the timing on the red top is supposed to be 15 btdc? when i use the gun it has very spurratic timing, sometimes it will jump past the marks. I lost the cd i had made of the service manual i dled, anyone have the link for the free pdf. manual? and im not sure im reading the marks correctly, are they in ten degree incriments, the middle being tdc the first mark to the right of that is 10 before right?
any help is greatly appreciated.

Also, the old owner had switched out the guage cluster to a jdm Kph and the fault light doesnt work, couldnt get it in either modes.. any suggestions?

sounds likek you have a mas air flow problem. or the safc is not tuned properly. try to find the leak but you do not uninstall the internal wastegate that controls your boost has nothing to do with the lag that your having. some more guys should opinion about this issue soon
