Need help - IACV - Air Regulator

Ok, my car doesn't idle down when I take the TPS off, I suspect it's the IAC-AAC but I'm checking one thing at a time. So I'm checking the IACV-Air Regulator. It's not getting voltage like it's supposed to. So I check continuity between it and the Fuel Pump Relay, which operates the IACV-Air Regulator. I get continuity, So I check the relay to make sure it works. It works fine. BUT when I check for voltage at the IACV-Air Regulator it's not there. The continuity verified that the wiring between the IACV and the relay is intact, yet no voltage shows up, even though it shows up at the relay? How does that make sense? If the voltage were going to ground for some reason that'd cause a direct short and blow the fuse that the fuel pump relay is on, and all my fuses/fusible links are fine. So that's the first problem.

So I decide to go ahead and check the IACV-Air Regulator itself. FSM says it should read 70-80 ohm's, it reads 0. Parts store has to order this and it costs $200.

So I don't know what the hell to do. I'm not even sure the IACV-Air Regulator is the problem although considering it doesn't appear to be working I assume it's part of it at least. I'm going to see how much Mossy can get me the part for, but with the readings from the car not making sense I'd hate to ruin a new IACV or have it not really be the problem. I appreciate any input.

Well I pulled the IACV-AAC assembly off and cleaned it, checked the solenoids and they work (although the one didn't ohm out at 10 ohms like the FSM says it should, but when I put voltage to it it clicks). I think I got my idle and timing set right. We'll see, I won't call it good until I've had a week or two of symptom free driving. Maybe I'm just a moron, but all this B.S. about revving three times and what-not to get the ECU into "Timing mode" has never worked. I pull the TPS off and my idle jumps up a few hundred RPM's. So I decided to hell with it, and I just did what seemed right. I put it so that with the TPS off it's idling at around 900 RPM and the timing is at 15*. We'll see how that goes, only a few short drives since, but so far so good. If weather permits I'll check it later this week and bump the timing up to 17-18*. My guess is that if I still have problems it's that damn IACV-Air Regulator or I've got an intake air leak somewhere.
