Question about electrical issues. Thanks
I have a 89 240sx, and there seems to be a short somewhere in the electrical system. In the fuse box there is a "meter" that requires a 10amp fuse that blows everytime I turn the key on. What is the "meter" stand for? Also, when the car is off, there is a ticking nose from the reley under the hood near the 75amp alternator fuse. I have pull the fuse out at night so it doesn't drain my battery. Is there some simple test I can do to find the short. I replaced all the bulbs thinking it could have gotten rusted and that's not it. Also I can't get my rear wiper to stop wipping!!! haha...I have to pull the fuse for that too.

-What is the "meter" stand for in the fuse box?
-Where is the flasher relay for the blinkers/hazards?
-Quick tips on troubleshooting electrical problems? I do have some basic tools, test light volt ohm meter.
