knock sensor mod in Cali

I've been reading a bit about this mod and it seems like some people have different views about it. I read an article where they said that the engine won't knock even with crappy 91 Cali gas in it, but then other people were saying "absolutely don't do this mod if you live in Cali." I haven't seen any figures, but they say that the sensor retards timing by a ton so I would like to do this mod pending your opinions.

*Edit: this topic was touched on a bit in another thread that erupted into a flame war (I'm sorry I started that thread)... so I didn't read it anymore, so I wanted to get peoples opinions again.

its only the 02-03 se-r/spec v that have a crappy knock sensor. the o4 has a good knock sensor that works like its supposed to.
