I think you mean the turn signal flasher ("combination flasher unit"), with 3 wires (black, green and brown/white). It should be up under the dash.
But, your problem may be caused by a bad (or incorrect) bulb or two. The flasher require a set load to operate, so if a bulb burns out, it will light the remaining good bulbs but will not blink.
