96 Pathfinder surging on deceleration

I have a 1996 Pathfinder with 3.3L V6. After driving on the highway and decelerating on ramps, engine starts surging, revving up & down. Have replaced cap & rotor, bypassed EGR, no difference. When I touch the brakes, engine speeds up then drops off. Suspected vacuum problem - have sprayed WD40 around vac hoses - no change in speed. Idles fine. I am going to change the fuel filter. Any ideas?
