98 Pathy Fog light question

Hi All,
On my 98SE, the foglights only light up when I have my low beams up and they turn off as soon as I switch to high beam. Is this how it's suppose to be?
There is a switch for the fog lights on the stalk (not sure if it's for the front fogs) but it makes no difference when switching it on and off.
Any info would be greatly appreciated, thanks.

That's the way they are designed to work. The glare from high beams will wash out any advantage the fog lights might provide.
