Well, what exactly are you taking off? If you're taking off paired up nut and bolt, may as well break them off and get use new ones.
If they don't have a nut just a bolt, skid plate for example, not much you can do either. Only way to repair that would be to drill out a new hole and rethread it.
When you replace the old nuts and bolts, be sure to use never seize on the threaded bolts that way, they won't rust.
If you have access to something that produces high heat, like oxy-acytelene used for welding, you can put the flame to the rusted up area and get it super hot. Once super hot, dump some cold water on it and repeat the process again. A little propane bottle won't work as it doesn't make enough heat.
