Have your ECU codes read to see if there are any stored error codes. Sounds like the O2 sensor/sensors may have headed south on you. Those will give you terrible gas mileage if they quit working. The timing belt is a MUST, if the belt breaks your engine will eat itself for lunch internally and then require an expensive rebuild or new heads. The ringing noise from underneath is most likely a heat shield vibrating against something else underneath. That happens all the time.
