There are 2 metal upside u shaped bars on the floor underneath the seat. Then you have the two locking devices on the seat that are suppose to lock on too the uside down u shaped bars, but they dont, thus the seat wont lock into the upright position. I have compared everything to the driver side second row seat which locks ok, and everything looks the same. Any ideas, suggestions?

Hmm...you have two "release" levers on those seats. One lever is on the left side of tha seat near the floor and is a skinny, longer lever. The other lever is a hand-pull lever on the top, backside of the seat.
If I were you, I'd try different combinations of pulling those levers, and flopping the seat into different positions...trying to get the thing to latch correctly.
I haven't really had any issues with my seats at all...only issues with me pulling the wrong lever to do what I want to do...the different levers serve different purposes.
The top lever is great if you want to roll the entire seat forward to access the third row. The bottom lever is great if you want to flop just the top portion of the seat forward, (of course, you need to flop the bottom forward first by pulling on the strap in the crease of the seat), so you can open up the entire cargo area.
Good luck...I'd just try flipping the seat around in different positions and keep pulling those two levers. I'd be surprised if that doesn't fix it for you. Sounds like a latch is stuck.
