Skinny on Programming Remote Keyless Entry

Help!
I can't get a new remote to work. I bought a 98 LE, and the remote keyfob went out soon thereafter. I bought another one, and programmed it per the instructions, and it worked fine.
Then, I lost it. So, I bought another - from a dealer - and it won't work. The programming goes as far as the lights on the turn signal indicators flashing, but, I hit the button on the remote, and nothing happens.
I put a new battery in, and the FCC numbers on the back all match - KOBUTA3T.
I read one time on here that there's a limit of 4 programs - does that mean that you can only program it 4 times in the life of the car, or does that mean you can only program 4 remotes to work with it at one time - like if you have 4 different people who drive the car.
Does anyone have any wisdom on these?
THANKS!!!!

You can only have 4 remotes working poer vehicle, at a time.

Fetched from somewhere else...

Get in the vehicle.

Close and lock all doors utilizing the driver's power-door lock/unlock switch.

Insert and remove the ignition key more than six times within a 10-second period (at a rate of one
insertion/removal cycle per second). Don't rush the process, and be sure the key is completely
withdrawn from the ignition-key cylinder each time it's removed.

Turn the ignition to the ACC position and press any button on the remote one time. The hazard lights should flash twice, letting you know your
mission is a success.

If you were going to program more than one remote, you'd simply unlock and lock the
doors once again with the driver's switch and press the one button, one time, on the second remote.
The procedure is completed by turning the ignition off, unlocking with the driver's switch, and opening the
driver's door.

I did precisely that process, and it doesn't grab. Hmmm . . .
