is it safe to reindex torsion bars? i would like to do it, but not if it has any negative side-affects id like to know. nobody wants to replace anything thats expensive.

Yes, it is. Just don't crank the t-bars up till the UCA's contact the bumpstops. That's a bit too far and you'll start wearing out tie rods, the centerlink and ball joints.
