Basically it means you can get a ticket for driving and talking on a cell phone unless you are stopped or are using a "hands-free" device (speaker phone, ear piece).
We've had that law for about a year now. Nobody listens to it, I see lots of people still talking on there phones. IT's kinda like the seatbelt law, nobody pays any attention to it.

Don't they know not to watch the news and listen to the insurance companies where they tell you that actual cell phones causing accidents ranks there with adjusting the radio. its like 3% or something.
er... more like 2%... heard it was LESS than the accidents involving radio adjustment... the big ones are actually "other people in the car" (how TRUE!!!!) and "objects outside the car"... they ought to ban everything else on the road... it would lower the accident rate something like 68%...

I think the percentage of wrecks caused by cell phone use should be higher than they have listed. Most of the problems I see on the road are caused by people not paying attention to where they are, and do stupid stuff like change lanes without checking their blind spot, or like the idiot in his F150 today who was riding my butt, talking on the cell phone, and got a nasty little surprise when I blipped the brake and scared the piss out of him.
EDIT: I am all for tougher laws on cell phone use while driving. I'm getting sick of people nearly hitting me all the time b/c they don't know how to drive while on a phone....
