You need to separate the nav bar as its own page and have the 'target' pages (the ones you want your nav bar to direct to) to be their own pages as well.
Now to frame it make a master page, your index.html page, and have that include a frame, one side having the permanent html nav bar on the left/right/top/bottom, and the remaining portion as the blank canvas for the target pages. Just set a default target for the initial page you want to be there next to the nav bar.
Look at my sig. You can see that there is a 'nav bar' as you call it on the left. The right is the target portion. At the 'nissan' section there is a submenu on the right which navigates even within the frame.
I'm still working on my page (well its always a work in progress, but actually I'm updating the code this weekend).
