2 problems. (1)Emerg. dash light stays on. (2)wipers sprays when on high.

Total nissan newbie here jumping in with both feet~!
I have a 93' Altima and a 93' Axxess and both of them have a problem with the Emergancy dash light being lit at all times, they brighten up when the E-Brake is engaged but are lit up even when they are not.
Fuse? wiring problem? sensor?
Also on my Altima the windshield fuild sprays all the time when the wipers are set on med or high setting, but pressing the manual spray doesn't work at all. I think its a crossed wire but don't have a clue where to look.
