I am new to this and was wondering where I could go to find all the local state and federal laws pertaining to mods on cars.Iwould like to know what I can and can't do before I go in and fail my inspection. Also what can I do to prevent failing emissions? I live in Maryland and I don't know if the state follows the CARB laws or not.

CARB=California Air Resources Board, so don't worry
