How to use the idle control on the ECU

How do you use the idle control knob on the ecu? The engine speed doesn't change when I change it.

I tried it as well. I am assuming that my EGR is going bad or is shot. I know I have a real bad vac leak but dont know were to find it or were to start. I would like to take all that crap out.

I don't have specs on that detail, but it was only an option on 87-88's and I believe you have to put the ECU into one of the test/tune modes to utilize it.
